Carol Livingston has 24 years of experience in civil litigation, administrative hearings and regulatory proceedings. She has focused on three substantive areas: business litigation, healthcare regulation and employment counseling.
She has litigated under the Unfair Competition Law, defending businesses and trade organizations accused of unfair business practices by government agencies as well as competitors. She co-authored the white-paper, California's "Unfair Competition Act" — A New Lesson in Unfairness, cited as a reference in legislative efforts to reform the law. She also filed amicus briefs representing the California Chamber of Commerce in two California Supreme Court cases reviewing the law. She has appeared in the California Supreme Court in a case involving California's Integrated Waste Management Act.
Ms. Livingston developed employment expertise as a named partner for one of San Francisco's most established labor and employment law firms. She handled litigation, arbitration, and counseling regarding employee termination, personnel policies, drug testing, employee privacy, discrimination laws, wage and hour issues, ERISA, independent contracting and unemployment insurance claims. She also has extensive experience in the healthcare regulatory environment. She served 10 years as general counsel to ERISA health benefit trust funds and has negotiated Medi-Cal contracts for pharmaceutical companies. Before her legal career, she served as a legislative advocate on health law issues for a public interest legal organization.
Ms. Livingston has long been a civic leader. While raising four children and completing college, she also served 4 years on the State Executive Board of the League of Women Voters. She analyzed legislation, testified before the Legislature, lobbied to state agencies, developed policy and coordinated legislative action for 92 local leagues. She served on the California Task Force on Education, an advisory board to the California Department of Education, and was a founder and organizer of the predecessor to a local Head Start Program.
Ms. Livingston joined Livingston & Mattesich in 1992 and was the fir's managing shareholder from 1993 until October, 2005. In October, the firm merged with Greenberg Traurig LLP where Carol is a shareholder.
