Ms. Leahy is an Attorney Supervisor for the State Water Resources Control Board Office of the Chief Counsel working primarily in Sustainable Groundwater Management Act implementation and Bay-Delta Water Quality Control Planning. Prior to working at the State Water Board, she was the Principal Consultant to the Assembly Water, Parks and Wildlife Committee, a senior attorney with the California Department of Fish and Wildlife, and an Associate Attorney in private practice. Ms. Leahy is also a water law Lecturer in the UC Davis Department of Land, Air, and Water Resources and a Fellow of the American College of Environmental Lawyers.

Corey Brown is a 1982 graduate of the UC Davis School of Law. Over the past forty-three years, he worked for a succession of nonprofit environmental groups including Resources Legacy Fund (RLF), Big Sur Land Trust, Trust for Public Land, Planning and Conservation League, and Friends of the River. He also taught the “Legislation and the Law of Politics" course during the 1990s at McGeorge School of Law and the “Environmental Politics and Administration" course at UC Davis. Although Brown retired from RLF in September 2025, he is still active on a number of environmental protection issues.

Bridget McDonald '19 is a senior associate attorney at the Sacramento-based boutique law firm of Remy Moose Manley, LLP. Bridget represents clients from the public and private sectors in all phases of the land use entitlement and permitting process, including administrative approvals and litigation. Her practice includes matters arising under the California Environmental Quality Act (CEQA), the State Planning and Zoning Law, the Housing Accountability Act, the State Density Bonus Law, the California Coastal Act, state constitutional matters, civil and administrative procedure, and numerous other environmental and housing statutes. In her spare time, Bridget enjoys rooting for the LA Dodgers and USC Trojans, as well as spending time with her husband and their son and rescue dog.

Professor Tracy L. Winsor

Tracy L. Winsor is a Professor of Environmental Practice at UC Davis School of Law, where she currently teaches water law and negotiations courses. She also teaches environmental law and negotiations courses for UC Davis master's and undergraduate students. Her areas of interest include water rights, water quality, wildfire, the Public Trust Doctrine, environmental enforcement, negotiations, oral advocacy, and legal writing. She is a former Senior Assistant Attorney General for the California Attorney General’s Office, Natural Resources Law Section. There, she served as counsel for the State of California’s natural resources agencies from 1996-2025, advocating in state and federal courts in trial and appellate litigation. In her role as Senior Assistant Attorney General, she oversaw the work of 70-80 attorneys and paralegals representing California state natural resource agencies in litigation and advice matters.
Professor Albert C. Lin

Albert C. Lin is a Martin Luther King Jr. Professor of Law at King Hall and teaches courses primarily in environmental law and policy. Lin previously served as a trial attorney for the Environment and Natural Resources Division of the U.S. Department of Justice and clerked for Judge James Browning of the U.S. Court of Appeals for the Ninth Circuit and then-Judge Merrick Garland of the U.S. Court of Appeals for the D.C. Circuit.
Professor Richard M. Frank '74

Richard Frank is Professor of Environmental Practice (Ret.) and Senior Fellow with the California Environmental Law and Policy Center at UC Davis School of Law. He has taught courses in water law, environmental law, natural resources law, ocean and coastal law, climate change law & policy, comparative environmental law, civil procedure, and related topics.
From 2006-2010, Professor Frank served as the founding Executive Director of the Center for Law, Energy & the Environment and as a Lecturer in Residence at UC Berkeley School of Law. From 1977-2006, he served in various legal capacities with the California Department of Justice, culminating as Chief Deputy Attorney General for Legal Affairs (2003-06). During most of his career with the Department, Frank focused on constitutional, environmental, land use, water and public land management issues.
Professor Karrigan Börk
Senior Fellow, California Environmental Law and Policy Center
Professor Börk graduated with Distinction and Pro Bono Distinction from Stanford Law School in 2009, and completed his PhD dissertation in Ecology at UC Davis in September 2011. He clerked for Tenth Circuit Chief Judge Mary Beck Briscoe, U.S. District Court Judge Julie Robinson, and Judge Janice Karlin on the U.S. Bankruptcy Court for the District of Kansas. Professor Börk's publications run the gamut from the definitive text on California instream flow law to a hatchery and genetic management plan for spring-run Chinook salmon. Professor Börk is currently working on the law of ecosystem management and western water law.
Professor Christopher S. Elmendorf

Professor Elmendorf is a leading authority on California land-use and housing law, and has also done widely noted work on public understanding of housing markets and opinion about housing policy. He works in the areas of property law, election law, statutory interpretation, and administrative law, using both doctrinal and empirical methods. Beyond the law school, Professor Elmendorf serves on the advisory board of the Abundance Academic Network, a new initiative of Arnold Ventures to advance policy-minded research on housing, transportation, and clean-energy development.
