Professor Daniel L. Simmons commented on California's system of taxation and possible solutions to the state's ongoing fiscal problems for an article in San Diego News Room, an online news publication. The article notes that because California relies heavily on personal income and capital gains taxes, revenues tend to soar in good economic years and plummet in bad ones, prompting calls for reform.
