Professor Dunning Comments on Water Bill for Comstock's

Professor Emeritus Harrison C. "Hap" Dunning commented for Comstock's magazine on a bill by U.S. Representative Devin Nunes (R-Visalia) that would enact changes to the ways in which the U.S. Bureau of Reclamation manages water shipments in California and ensure that Central Valley agribusinesses receive substantially more north state water than current law and conditions allow.

Professor Dunning said the bill, HR 1837, is "really unprecedented in how it interferes with state law," and called it "open warfare" on environmental groups.

Professor Dunning, a key figure in the development of the Environmental Law program at UC Davis School of Law, is one of California's most respected environmental law scholars and practitioners.
