Professor Amann Comments on Extradition Agreements for Tennessean
Professor Diane Marie Amann commented for the Tennessean on the United States' extradition agreements with Costa Rica and other Latin American nations for an article reporting on the murder charges against a Costa Rican-born U.S. citizen who is believed to have fled to Costa Rica. Prosecutors have filed a federal fugitive warrant against the suspect, but it is unclear whether Costa Rica would be willing to turn him over to the U.S.
"Extradition from countries in Latin America has long been a difficult issue, where there is a tradition of refusing to extradite nationals to face charges in other countries," said Professor Amann. "My assumption would be that the legal departments in both countries are studying whether Costa Rica, in fact, has an obligation to surrender this man, given his citizenship history."
Diane Marie Amann is Professor of Law at the UC Davis School of Law and Director of the California International Law Center at King Hall (CILC). Among her areas of expertise is international criminal justice.
